The Birth to Three program operates in the north-central region of Connecticut under the auspices of the state Department of Developmental Services. This program offers home and community-based early intervention services to infants and toddlers who have delays or disabilities and their families.

Referrals

All referrals are through the child development infoline at 1-800-505-7000 or birth23.org.

Eligibility is determined by diagnosis of established condition, or standardized testing.
An Individualized Family Service Plan (IFSP) is developed with families for children deemed eligible for services.

Our professional staff are knowledgeable in early childhood development and competent in supporting overall developmental progress. Staff includes special education teachers, speech, occupational and physical therapists, early childhood mental health clinicians, and early intervention specialists and associates.

During the IFSP meeting, family and birth to three staff review daily routines and pinpoint activities that are challenging for the child and parent due to difficulty, or concern, in one or more developmental skill area. Strategies for reaching the desired outcomes are developed and staff services and supports are determined. Young children need to practice new skills every day. Our staff coach parents and other caregivers on how to implement strategies throughout their typical day.

Additionally, we provide coordination of services that include working with medical and other service providers involved, assisting with assistive technology, connecting families to community resources and support groups, and transitioning to pre-school or other community programs.
